Problem

Your Konzession (your permit to run a Mietwagen business) is your whole business. The fastest way to lose it has a name. Rückkehrpflicht — the return-to-base duty. § 49 (4) PBefG (the German Passenger Transport Act) says: a Mietwagen must return to the office right after every trip. Unless a new order has already come in. Unlike a taxi, a Mietwagen may not wait on the street. It may not park in Uber hotspots. It may not wait in a zone for the next ping.

That is exactly what happens in almost every Uber and Bolt business. Drivers stay in the city center after the last trip. Because demand is high there.
